Head of Human Capital Management - Indonesia

Role Overview:
The Head of Human Capital Management is responsible for defining, executing, and integrating all human capital strategies, systems, and programs to support business objectives and operational excellence. This role ensures comprehensive management of HR functions including HR systems, compensation & benefits, talent management, recruitment, payroll, expatriate affairs, organizational development, employee relations, and engagement.

Key Responsibilities:

  • Design, implement, and oversee HR policies, programs, and practices to enhance workforce performance and organizational effectiveness.
  • Monitor and report on human capital initiatives to ensure smooth program execution.
  • Develop and lead initiatives that foster a performance-oriented culture emphasizing empowerment, productivity, and goal achievement.
  • Manage the HR team, including supervision, training, and development of staff.
  • Oversee budgeting and resource allocation for HR services, employee recognition, and administration.
  • Continuously evaluate HR policies and practices, providing management with updates on trends and improvements.
    Advise managers and employees on HR policies, procedures, and best practices.
  • Participate in executive and management meetings, providing strategic HR input.
  • Lead annual business planning for HR operations (headcount, Opex, Capex), monitor expenditure, and identify efficiency improvements.

Qualifications & Skills:

  • Bachelor’s Degree in Human Resource Management, Psychology, Business Administration, Law, or related field;
  • Minimum 20 years of experience in HR, with at least 7–10 years in senior or head-level roles, preferably in energy, or heavy industry.
  • Extensive knowledge of Indonesian labor laws, immigration regulations, and expatriate employment management.
  • Expertise in Compensation & Benefits, HRIS (SAP SuccessFactors or equivalent), Talent Management, and OD frameworks.
  • Strong leadership, analytical, and problem-solving skills; ability to make data-driven HR decisions.
  • Excellent communication, interpersonal, organizational, and time management skills.
  • Professional HR certifications (SHRM-SCP, SPHR, BNSP or equivalent).
  • Middle-level operational inspector certificate (POM) or equivalent recognized by KaIT.
  • Proficiency in computer systems (Microsoft Office, SAP, Oracle ERP).
